Packs can be bought in the card room of the gold saucer for MGP. There's three 'levels' with differing sets of cards in them. You can also win them from NPCs all over Eorzea, and several have been confirmed as drops from various locations (eg the HM and EX Primals can drop their cards at random)
One "Trick" to getting started is to buy your 500 MGP for 5,000 gil, earn another 20, buy the "Bronze" card pack for 520 MGP clearing out all your MGP, then buy another 500 MGP for 5,000 gil and earn another 20... But that only gets you up to 6 new cards for super cheap. After that, there are two more cheap cards (Chocobo and Moogle), and then you can go for the Silver card pack, which is nearly half off if you use the above trick (getting just enough for one, going down to 0 MGP, then buying your MGP back up to 500).
I kinda wish this wasn't so P2W, but it is, so you might as well use that to your advantage. The way they could have stopped this tactic is to prevent you from being able to buy anything if it would put your MGP below 500. So, you can go below 500 for like, entrance fees and challenge fees and so on, but you can't buy items with that 500 point gil-buyable reserve.
The cards in the 520 MGP Bronze pack are:I'm assuming that you can get unlucky and get a card you already have.

However, the cards in those packs, and the cards that can be bought individually from the card trader, can be obtained in other ways. I won a Chocobo card from one of the Gold Saucer NPCs while trying to earn enough to buy it, and I've won a Scarface Bugaal Ja card from the same guy. It seems that when you win, there's a random chance of winning a card, but it's not a very high chance. If you already have the card, you can't do anything with it except sell it back in for a few MGP (10 MGP for a 2* card).
Has anyone been able to determine:
1. What cards are in each of the other packs
2. If specific NPCs can only drop specific cards (maybe only the ones in their deck?)
3. If the rank of an NPC (ie: the cost to challenge them) determines the cards they can drop (mutually exclusive with the above)
4. If specific NPCs have unique cards that can only be obtained from playing them and no one else
So far, I've won a Sylph card from... crud, I forget if it was Mother Miounne or Maisenta (I think Maisenta), and a Scarface Bugaal Ja card and Chocobo card from .... the first guy on the right as you enter the card area (forget his name).
Yah. Confirmed that Garuda Hard Mode can drop Garuda's Card (LS mate got one).
I lol'ed at 1-star tataru card, Warrior of Light was recently obtained from a dungeon or raid I think, in Cactuar.
Sylph, 1 star from silver pack
Wonder if you can get ultima's card from praetorium or ultima HM.
Finally got Mother Miounne from playing her then Behemoth from spamming bronze pack.
Put both in one deck (3 one star, 1 two star, 1 three star) and it says TOO MANY RARES.

You need 30 unique cards to freely use 2 stars.
60 to freely use 3 stars.
Luckily you always have 1 any rarity card... But it wont save you against an opponent who has a deck of 4 stars.
I have spent the better part of today on Triple Triad.
There are many NPCs who drop weak cards but have very strong decks.
There are many NPCs who when under the effect of the Random rule, magically always have the same 3 cards.
And even obtaining the 30 unique cards required to unlock free use of 2 stars requires you to beat opponents who's cards are not just "a little" strong then your's... Their cards are SO MUCH STRONGER that your card's highest side can ONLY do anything against their card's LOWEST side... so 75% of the time, their cards blatantly win.
There's a rat NPC in Upper La Noseca, on the west side of the ferry. He has fairly weak cards with a few mid strong ones. He plays with the Chaos rule.
I got better in the game by fighting Gegereju first (he have Minfilia and Y'shtola cards). Find him sitting between the hot chicks at Costa del Sol, he has a fixed "Swap" rules iirc that swaps your card with his. If you're lucky, you can swap off your weakest card with his strongest to level up the playing field. Beat him until you get Minfilia.
You can actually win Elmer III with your weak cards, but requires you to do a lot of math. He has a fixed "Plus" rules, you can win him by activating this rules to turn the tables around.
Sometimes, regional rules will change so try and find out when Reverse rules will be applied for that area. When it comes out, grab your weakest cards and butcher all the strong NPCs in that area until you get their respective cards. (Reverse rules makes lowest number beat highest)
You can get Ultima card (4star) from ultima HM according to LS mate, not sure about Prae though.

I cant fight harder NPC because my card are only basic.
Not able to explore much yesterday because I'm only able to log in for 1 hours.
Are those cards dropped by Primal Hard mode or from dungeons go to your inventory directly? Or they are dropped to the pool and people can lot them?

duel the weaker npcs first lower mgp reward then move to next stage etc etc can get quite a nice stock of cards doin it that way
atm i have 26 cards and havent even tried farming primals yet lol
Getting started advice: Focus on people with the Plus rule as a fixed rule to get one strong card using just your weak ones. Good choices are King Elmer III (Godbert, Bahamut) and Sezul Totoloc (Cid, Biggs&Wedge, Behemoth) [requires high Ixali rank]. Once you have at least one strong card, destroy the easy NPCs to grow your card collection, starting with the first two in the Gold Saucer (Jonas of the Three Spades and Guhtwint of the Three Diamonds) until you get all of the cards they can drop (2 each). Use the Bronze Pack trick (buy 500 MGP, earn 20 MGP, buy Bronze pack, repeat) to quickly get some starter cards if you want, but note that they are all obtainable eventually without ever buying a Bronze card pack (the Bronze pack trick is just super fast).

So, Bronze has zero unique cards, but it's basically free (20 MGP over the base). Silver's rarest and commonest cards are unique. Only the rarest Gold cards are unique, but the commonest is two star, which is very useful to have tons of when you hit the 30 card threshold. Only the two most expensive individual cards are unique and the rest are just a waste of MGP.

It also wasn't on there in an easily viewable format, so I did this for my own benefit to tell which card packs were worth going for. The answer: spam Gold to get more ** to boost me when I hit 30 and have a chance at the rare unique cards.
Best thing I did was getting out the Gold Saucer and running around challenging NPC in the world. Was able to get 15 cards last night.
Oh, and if people missed it, you get the Squall card by beating every NPC once. Well, you need to beat 30 unique NPCs, and there are a total of 32 available to challenge. You get the Vaan card by winning 300 games with the Roulette rule (the one where the rules are randomly chosen). And, lastly, you can get the Shantotto card by winning 30 matches in a tournament, which seems actually quite easy and doable right when the first tourny opens...
Yesterday I was lamenting how weak my starter card deck was vs NPC one... then like half an hour after I ran WoD I noticed an Onion Knight card in my inventory, reviewed logs and it dropped to me at end of WoD. 5* with 8/2/8/A, I'm guessing that's a pretty rare drop? Are there game modes where you can lose a card to competitor if you lose the match- because I definitely want to keep this one.
I got the Demon Wall card from AK and Siren card from Pharos and that was just because I needed to run those for Animus books. The thing is I can't use both in the same deck.
Do NPCs only drop XXX card when you capture it and win a match? (i.e. The targeted card is blue before winning.)
Or do I only need to win a match to get a chance for a card to drop that's either blue or red?
All cards you can win are RNG
Neither. Specific NPCs can drop specific cards with a low probability when you win a match against them. The drop rate for a given card is based on that card's rarity. For Instance, King Elmer can drop Godbert, a three star card, and Bahamut, a five star card. On average, you'll get like, 10 Godberts before you see a Bahamut.
