this is a common question. There has not been a conclusive answer, though most likely since it's a content update and not a new physical copy of the game, you may not have to.

I'm curious to know the answer to this aswell, As I like to switch between both.

First of all this is not a content update i.e. a patch. It is a physical addition to the game therefore you must pay for it. If SE follows previous practice then you must purchase a copy for each platform.
Technically speaking, I feel like it will be a challenge to require players to buy both.
It was easy with the base game because you either can play on PS4 or you cant. However, with the expansion, what if you log out in a new zone as a Machinist on PC and then attempt to log in on your PS4. They can't simply deny you the ability to log in, but then what? Auto switch to a different class? What if your inventory and armory chest are full? What happens to the gear? The issues really compound when it comes to this.
I would say yes as a move to get players to move to PS4 and forget ps3.
There is a tricky bit to this question. Namely the fact that you can play the same account on PS3/PS4/PC. That being said, what would happen if, on the off-chance that you were playing an Au Ra Dark Knight and logged off in Ishgard on PC, then decided to play on PS4? Would you instantly lose access to that character on PS3/PS4?
That seems silly to me. If the servers were separated and you required an account for each platform, I could see how they could separate it. But as it is now, somehow I doubt it.
I imagine that you would need to buy the Sony version, unless SE worked out a good contract, as I doubt they'll see it as just a patch especially since it is being sold as a separate piece. Also SE may just have an agreement to pay per content update (regardless of delivery)... perhaps they wouldn't care how it is sold then. It isn't known, but I have faith Sony is getting something and if I had to make a plan without having more information I'd work it around Sony.
Hopefully SE can do something that isn't complicated or annoying as buying the expansion twice.

If it operates anything like XI then yes you will have to purchase it on both systems.
Technically speaking what they can do it if they want you to buy a copy for both: You buy the pc upgrade and your ps4 will not have access to the toons that have been "used" in the new areas. I am NOT saying that they are, but it is a fairly simple coding to have it not even display "enhanced" toons on a non-"enhanced" client.

Not to 3.0 areas, but to the 3.0 expansion. One requirement for the new classes is having 3.0 registered to the account. The same with Au Ra.
So if someone play on PC and PS4, buy 3.0 for PC, change the character with Fantasia to Au Ra, start to level up astrologian, explore the new zones and switch to PS4 because the brother want to be on the PC, what would happen?

I mean...if you had to buy the base game twice for each method to play it, it only makes sense that the expansion would also be version-specific and you'd have to buy one for PC and one for PS4. This doesn't seem like much of a surprise to me.
It's already been confirmed that a majority of the expansion pack's assets will be downloaded to clients regardless of their expansion purchase, by necessity, to allow non-expansion players to play alongside players using the new race/jobs/gear. Even with most of that data copied from physical media, there will still be some form of patch download. You're getting the expansion data whether you want it or not.
I still have access to my Legacy account privileges and CE content from PC, even though my PS3 copy is the "Standard" edition off of PSN. All you are really getting with the expansion pack purchase is the "right" to access content patched in at 3.0, so I can't imagine it being something you'd need to buy twice. It seems like it would be more work for them to try and enforce two (or three) different levels of activation on a single account.
I imagine you might need the Heavensward Disc to play the PS4 version, but if you added it to your account, the PC downloader should just download the content. Naturally, I am just speculating, but that's what makes sense to me. I would think a PC user would have to buy the PS4 version because you need the disc to play. I could, of course, be dead wrong about that too I suppose lol.
There is certain stuff that will have to be downloaded no matter what, like gear/items, new race data, new ability effects, so people without the expansion can see people who bought the expansion. However stuff like, graphics for new areas, new cutscenes, voices, new quests ect are the kinds of stuff that would be on the disc, since you don't have access to those things unless you have the expansion.
I asked this very same question a few months ago. I hope it gets answered at Pax East. In my scenario both me and my partner play the game. We have a PS4 and PC and alternate what platform we play on. We had to buy 4 copies of the base game (2 PC and 2 PS3 - upgraded to PS4) copies of the game, but if we have to buy 4 copies of the expansion as well I think we will both quit. As others as mentioned you'll be downloading all of the expansion info whether you buy it not; so ideally you'll just apply an unlock key to your SE account that unlocks the new content regardless on platform you are currently on.
I'm not sure why you would think you would get both when you only buy one. They are two completely separate platforms. I don't know of any game that when I bought it for PC I automatically got a PS2/3/4 version for free (or vice versa). Now yes, this is an expansion but it operates in the same sales manner since it is sold individually. Start saving your money if it's an issue for you (you should have started a while ago if it was that big of an issue). I'm not even going to get into the physical/digital copy stuff.

Hrm, I never realized that XI did that, but then I really don't see the need for one person to play the same mmorpg on multiple systems. (I played XI on PC only, even though I did own a ps2) Pick one and stick with it. If you have multiple people playing in your house like a girlfriend/wife then I dunno, I feel like they are a separate person and should be using a separate game considering they are playing on a separate system.
What I'm interested is rather something different.
Someone in our FC is playing on the PS3 and is wondering if it's possible to switch to the PC by just buying the PC version of the expansion.
So the question is this:
- Now: have only PS3 license.
- 3.0: want to play on the PC, ditch the PS3.
What must one do?
1. Just buy PC version of the expansion. No need to buy PS3 version of the expansion.
2. Must buy PC version and PS3 version of the expansion.
Only reason I could see just having to buy one copy of the expansion is because we don't know how it would work if you are in an expansion zone..with the expansion job weapon equipped, with the expansion race. And you log out..what will it do with your character, or will you just not be able to play on the game that you bought on the other console? Seems kind of an extreme situation to not be allowed to play a game that you purchases all because you didn't upgrade to the expansion. What MMO keeps you from playing a game if you didn't buy the expansion. Not many that I've seen
...But you can still play the game you bought the expansion for on the system you bought the expansion. I really don't see why you need to play it on 2 different systems, what is the point? Like really, I don't understand the waste of money in having the same thing on another system when one is all you need.
Yeah.. idk, must be a younger generation thing, maybe? But imo mmorpgs are things you sit down and play, often for hours at a time. I have no reason (nor see a need) to need portability while playing an mmorpg. If I need to get up and do something I do it and the game will be there when I get back. I don't need to take it with me. Though if for some reason I were going to take my PC to a buddy's house then I would just do it. If it was something like a LAN party, whether you brought a PC or a console you'd still be bringing about the same number of accessories and wires. Going to need a tv to play that console on just as much as your PC takes a monitor and you might not be able to use your buddy's TV.
It's not that. It's just something that actually a hell of a lot of people do: change the environment.
When I read serious stuff I use my desk. But when I read novels and comics, I prefer the comfort of the sofa or even my bed on a cold evening. And indeed there are times when I wish I could move to the living room and fish or gather while I sit comfortably on the sofa and use the 42" TV.

Plenty of reasons to have it on both. I mostly play on ps4 since it handles the game better than my pc. I can play on ps4 and use my pc for other stuff at the same time. But if im playing a different game on ps4 then i can log in and play on my pc. Like today im playing dragon age on my ps4 but have ffxiv going on my pc to feed my chocobo, fertilize my garden and get unspoiled nodes when its time. Pretty convenient.
It was called Portal 2. If you bought it for PS3 and linked your Steam account, they gave you the PC version free. I think there was also a promotion for Destiny that gave you the PS4 version with the PS3 version if you bought off PSN.
So, in addition to everything mentioned before, not requiring two expansion purchases would actually be more in line with modern marketing strategies. Though I'm sure they'll find some way to make a big deal out of announcing it as something special anyway.
I believe there are a bunch of game assets pertaining just to people who bought the expansion. From the top of my head, I can think of:
- 3D Maps (& their textures): the new areas, dungeons, cities, doodads, etc (those take a VERY BIG CHUNK of game data, arguably the majority of the expansion's data)
- Icons for the new classes
- NPC data for the new areas
- cutscene data and voice acting audio (on multiple languages, one must remember) for lvl 51+ Main Scenario quests.
I don't believe these are downloaded to non-expansion players. This is game data you're actually licensing to possess and use, and downloading, when you buy the expansion.
