It's supposed to be a unlock. The update will be downloaded for all users regardless of whether they have it because they will also need to see the armour that comes from it in old areas and other such things.

As i understood it, You only needed to purchase the base 'vanilla' ARR for both platforms.
When you purchase the Expansion, Your whole account is flagged for Expansion content.
I hope this is the case, it makes a lot of sense in my head.
If it works that way, a new player wanting to play on PC and PS4 after 3.0 would need to buy a copy of XIV:ARR for both platforms, but only needs to purchase Heavensward (for either) and apply it to their account to play Expansion content on both platforms.

bumping in case some did not know, it has been confirmed that if you wish to play both on PC and PS4 you will need to by the expansion twice...

Yes just like if you wanted to play on Mac and PC you'd have to buy it twice since they're not the same operating systems and require changes to the software. Software isn't free. You buy the software for the system you need. If you need PS4 & PC you buy both - now that nets 2 Content IDs for Heavensward - so unless you have 2 accounts you can sell the additional Content ID on Ebay/Craigs/Etc. or give it to a friend.
Unless Square comes out and says they're making the software a free download then you will need to buy a disc for your Playstation & Computer each respectively.
Another option is; Buy the PS4 version. Have a friend buy the PC version. (or vice versa) Use each others discs to install the software on your respective machines -> Result nobody wastes a purchase or has an additional content ID they have to pawn off.
They said last night that because of the way licensing works with the expansion you WILL need to buy the expansion for both, HOWEVER if you are trying to get the Collector's Edition you only need to buy it for one of the platforms (IE: PC Collector's Edition, PS4 Standard Edition or vice-versa).
If you opt out to buying both day one and say you only buy the pc expansion, then if you log out in a Heavensward zone you will NOT be able to log into that character from the PS4. Hope this helps, do keep in mind too that the expansion is only 40 so its not marked at that 60 dollar price point like the original game was...so there is that.
That's not for sure yet but usually they do yes. For ARR this wasn't the case because the beta download & updater made the software free access you just needed the license to register an account which I think you could get without having/needing to buy a disc.
