Just wanted to know for those who play FFXIV on both PC and PS4, do we need to buy the expansion twice (PC and PS4) or is it linked to the account?
How does it works?

It's supposed to be a unlock. The update will be downloaded for all users regardless of whether they have it because they will also need to see the armour that comes from it in old areas and other such things.

Sony needs a cut of the core game because the core game occupies space on their servers. The expansion isn't the same as the core game, so I'd imagine it's an account-wide unlock.

I think their server only redirects you to ffxiv's servers, so it shouldn't, it's just to link the PlayStation account to ffxiv.

As i understood it, You only needed to purchase the base 'vanilla' ARR for both platforms.
When you purchase the Expansion, Your whole account is flagged for Expansion content.

I hope this is the case, it makes a lot of sense in my head.

If it works that way, a new player wanting to play on PC and PS4 after 3.0 would need to buy a copy of XIV:ARR for both platforms, but only needs to purchase Heavensward (for either) and apply it to their account to play Expansion content on both platforms.

bumping in case some did not know, it has been confirmed that if you wish to play both on PC and PS4 you will need to by the expansion twice...
