You need to try to get to it really early in the morning and try a LOT in a short period of time. The restriction, from what I can tell, if posted at a single moment. It's not ALWAYS restricted or unrestricted when they show it on the main site. Your best best is to get on past midnight and spam creation, since the restriction will fluctuate quite rapidly. If you see the post on it being restricted or not, that's just for the moment it was detecting it, it doesn't last until the next check, it changes periodically based on player load.
A pain in the butt, but that's how it works.

Is when they lock and unlock. So if you log in in prime time you will not be able to get in.

Also I'm starting to get a queue when I log on in prime. So this is clearly a very full server. best of luck.
Also you may need to wait till after the ninja hype dies down a little.
Without the auto logout it's only going to get worse.

Balmung has been on character lock for several days now. I'm trying to bring in a couple of new people into the game, and one has subscribed already and one is on trial now.
They have been trying for 5 days now, with their time and money just ticking away. So before they even have a chance to play the game they are already feeling very negative about it and thinking of quitting before even beginning.
Unfortunately SE doesn't care that they haven't even been able to play yet and just says to try again later.
I hope something is changed about this or that new players will actually be able to start playing soon.
This...sucks. Maybe after the hot fix the server will accept new players for a little, as no one will be on for a couple of minuets or so after the hotfix. We have to download the hot fix before we can play, right?
Yes, chances are it'll be around 10-20 MB. But the ending maintenance time looks to be in the wee hours of the morning, so you might lose some sleep trying to make a character.
Plus, they may change the ending time of the maintenance so who knows when the servers will be up.
Did you end up getting new characters in this morning?
I've been following this the past few days due to trying to get an alt on myself, and happened to wake up right as maintenance was over (Which I'm just going to assume was pure luck because I never wake up this early. Ever.). Ended up getting my alt in on my first try, and I'd been trying all week with no luck.

Another tactic that works is to make a character right before downtime. As in, two or three minutes before the shutdown.
I'm in the same boat. I've just got one friend of mine to buy the game because it's on sale, and 2 others are also on the fence about it. I can't think of a single game that straight up locks players out like this! Most games allow you to create your character, but then place you in a queue before actually playing it. It's absolutely ridiculous to waste everyone's time like this.
At the very least, if you HAD to absolutely have this system in place, they could offer priority to new accounts. The system they have now is completely asinine, and it's disgusting that it's still in play.
Though I see what people are getting at, but the truth is that Balmung is already overcrowded, removing the restriction would make the matter much worse.
Yes you can put people in queues to log on, but right now I'm already getting 15-20 players waiting queues very often. It is going to be hundreds of players in queue and take hours to log on if character creation keep opening up. Look at Archeage (aka QueueAge), some people have to wait over 2hrs to log on.
Finally got in moments after the mat...What they should do is shut down very underpopulated servers, move those characters to other ones, and make a more powerful server for balmung if that's possible
I would take an hour long queue over my friends not being able to play the game they all payed for. For example, just last night, a friend of mine happened to be pulling an all nighter anyway, so they routinely spammed the character creation throughout the night. From 1 AM to 7 AM, they were not able to get on at all. The fact that they don't at LEAST give priority to new accounts is pretty disgusting. We really need to raise some noise about this, it's not like Square Enix is financially struggling to keep this game afloat. Why not pass along some of that Sleipnir money for some actual QoL enhancements to the servers? I'm loosing friends and they're losing customers who've paid money and spent time actually trying to play. It's ridiculous.
They could solve this problem so easily by offering people who currently reside on Balmung a pass to transfer to another world, one time, free of charge. I guarantee you that there are players on Balmung who would be willing to make the jump, but haven't done so already because they are unwilling to dish out, or don't have the cash to pay for said jump.
C'mon SE! This has been done tons of times in other games, even one of your own (FFXI). The system works very much like the "free login weekends" that we currently have in place. Make it happen!
