In view of the new gear this Second Coil lock is pointless. So I can't run Second Coil? I will simply run dungeons/trials/etc and get Poetics tomestones and get the new gear.
This lock will remove any need for people without statics to even venture into this place, aside from quest completion and Glamour.
People with statics will be able to get further ahead of people who cannot afford the time to devote to a static and separate the playerbase.
Additional side note: DF can not complete Ramuh EX. Even with echo Ramuh is too random for players to realise what is going on in the fight. Random players who skipped Leviathan EX and Titan EX go straight to Ramuh EX without even being able to complete the previous primals. Why is Shiva locked behind Ramuh when Ramuh was not locked behind Leviathan?

They originally locked you out of Leviathan and Moogles if you didn't beat Ifrit Ex, which required Titan Ex. That was changed when Ramuh was released. Ramuh also required Leviathan and Moogles cleared until 2.4.
Anyways, patience. Original coil was the same way and Second coil will likely follow the same schedule. For original coil, the lockout was removed but it still required a full party to enter, and 2 weeks later the first stage of echo was added and you were able to enter the queue solo or with however many people you wanted then.
Ramuh has been done in DF just fine before echo. It's not the randomness, it's people being blind and oblivious to their surroundings. That and overcomplicating things. -

It is unfortunate that Second Coil is still locked (assuming someone hasn't cleared T5 or so), especially because with the loot locks removed from ST (let alone Sands/Oil/UATs being so readily available there), and the Nexus relic upgrades, SE effectively cut SCoB's legs right out from under it. It's just as you said. Why bother with it now other than it being the necessary step to Final coil? The gear and weapons are eclipsed now, and the other items were made readily available through MUCH easier sources.
Sad thing is, I LIKE Coil. I really do. But now that access to it is easier, it's also clearly unnecessary. SE's taken my favorite thrill ride at this "theme park" and built one big ferris wheel and a bigger thrill ride right in front of it. -

If you can't even clear t5, I doubt you'll be able to do any better in SCoB.
And OP, in Japanese data server, you can clear anything that can be DF-ed through DF.
It includes Ramuh and T5. -

OP- I'm on Tonberry too. I cleared Ramuh EX in DF a few times now. Quite easily too- every time there was at LEAST half the team JP as well.
I'm having no problem at all finding random groups for second coil farming.
They are doing the exact same thing they did with first coil. They put it in DF, accessible with only a full party for ~2 weeks.
Then it gets opened up to queue solo/light party/wtf ever you want- plus they add echo and "duty finder friendly nerfs" (I imagine they will make earth shock cleansable as they did the paralysis from ADS- reason they do this is there is a slight chance you can get a team with no silences. Dat DF randomness.)
TL;DR- Don't blame the systems for your lack of ability to clear content/make the effort to get a group together. -

Also in regards to t5 still locking out of 2nd coil: i really like this, the reason being that i don't really mind someone new in t6 if i know he (probably, unless he bought a carry) is not that terrible because he managed to beat twin, and so far this holds true. t6 is not 'that' hard and even a new player can learn and beat the fight pretty quickly if he has at leasst average skill and understanding of his job, especially with los/burn/superslug easing it up even more.
