I understand a lot of people are upset with Fenrir being just a dungeon boss in 2.4, but at-least in he has a more prominent role in the game in comparison to Diablos and Siren at this point.

(By the way this is speculation and the end result might not ending up being this.)
If you guys look behind him you see one of the crystals that usually is connected to a primal. This can mean that Fenrir is a guardian that protects Shiva's crystal from enemies and was either a beast she tamed or a being she created in order to protect her crystal from other tribes/adventurers. This would make the most sense since SE basically said there was no beast-man tribe that was connected to her. And this would also pretty much answer why in the 2.4 Dungeon Preview they didn't tell us the Pre-req for unlocking Snowcloak.
(This was probably a no brainer though if you watched the 2.3 cut-scenes where you find the Lady at Snowcloak )

Fenrir was associated with Celsius (the Tales' series Ice Summon) in Tales of Symphonia as well. Fought along side her.

Will be some sort of guardian of shiva that you will have to defeat first to just find out later that their intentions were not meant and they were manipulated. That is to try to develop a superficial very cliche guilty/sad feeling on the character that will never be a thing cause most players don`t even care about what is fenrir and shiva, they just will rush the dungeon to free shiva EX and get gear for TCoB and the players who care, are all disapointed already. In all seriousness, Fenrir isn't exactly what I would consider primal material for this game. All the primals, with exception of Bahamut and Odin, have an elemental aspect to which they are attuned. Bahamut has always been considered non-elemental as, for as far as I know, he never leaned toward any element. Odin is basically the same though he is widely regarded as Death in Final Fantasy's lore most times.
Fenrir, like Diablos and Siren, doesn't fit into a niche that would be world shattering like the rest. I know, and respect, that he was a huge part of XI's world but moons are not elements thus far in XIV and earth is already taken. His placement will suffice. -

There can't be only one Primal per element with how many of them. There's nothing that even says they have to be elementally aspected. It would be fitting to have Fenrir be more related to Odin's lore surrounding Urth and Amdapor, given Fenrir and Odin's connection in Norse mythology, but the way we've seen it so far implies it'll be tied to Shiva in some way, if not just as a Snowcloak boss. All those primals that had their seals broken, it's fairly safe to assume that some of them are just kickin' around and aren't as prominent as others. Moogle mog was created for a simple reason, the Japan Earthquake and Tsunami. Titan was in the 1.0 data from the begining and was suposed to appear in the storyline, iirc they even had it almost ready when it happened and had to replace it with something less... related to the event.
Having Titan or Leviathan after what happened in japan was not a good move so they decided for something more light hearted that didnt require a lot of design, just take a moogle, give it differen hats and we are done. -
