This may be a bug but the occurrence of rain in Eastern Thanalan is so low that for the past 2 days my FC had people there 24 hours a day trying to get sightseeing #18 and it never rained at all.
Anyone else have this issue?

This just in: There is a drought in the desert.
I would like to know this as well; out of all the rains I've seen in Drybone is showers (which doesn't count for whatever reasons)
People complained it rained too much there... that's why.
Invisible fix I guess.
Some JP players are having the same problem as well.
My current theory: 'Rain' in East Thanalan has been removed from all but one entry on the weather tables. It is now designed to only pop once a week, in order to gate the Sightseeing Log content. There will be a similar log entry for every 20 logs.
Unfounded speculation, just based on current circumstances.
Also, I have heard reports of one period of Rain (not Showers) since the patch hit; 12am to 8am.
This could have been a very fun pastime but SE turned it into a chore. It's like they found a great concept in another MMO (GW2 or whatever) then purposely thought out a way to make it less fun.... and then tapped themselves on the shoulder and went for a beer to celebrate a job well done.
I haven't been back to Camp Wet-to-the-Bone since the patch; no more constant sideways thunderstorms now? Awww...
Well it rained but at midnight again which is the wrong time this is the 2nd time since the servers have been up we got rain but its always at midnight which is the wrong time.
There was rain just now in Eastern Thalanan, but the vista didn't activate when I was there at 7AM.
It was just raining in e.than during the 00:00-8:00 window. we tried to get it in the 4 second window befrore weather changed but it didn't work D:
It does in fact 'Rain' in Eastern Thanalan. I spammed emotes all during the 12am-8am timeblock during Rain and got nothing.

This is totally what people wanted when they said they wanted to explore the open world.
I'm utterly shocked that they either intended this to be a waiting game (Like many things the game seems to enjoy doing such as making us wait for FATES), or just lack the foresight to understand that making the system weather dependant. Sometimes I just don't understand where such a neat idea giving people a half decent reason to look around the world and had a good chance to jam some lore in there as well.
Then suddenly someone must have piped up and said that it needed to be dependant on something silly like weather...seriously.
Don't worry, I'm sure a community rep will pop by sooner or later and inform us that, as well as the right time, weather, facial expression and emote, we also need the right Job, gear and race/gender! They are selling Fantasia potions now after all, so when the Sightseeing Log says "Such were the fisher's words, and I would see as she saw.", that's obviously an indication that you need to be on Fisher and potentially get a sex change. You also probably need to be the only person there, none of the entries mention a large gathering of people, after all.
Were people seriously defending this earlier?

It seems that many servers are reporting the only time it can rain is from 0:00-8:00 and all the emotes don't work. Even at that the midnight rain is very rare.
It only rains in Eastern Thalanan when I'm there (and when it does, it absolutely downpours)
In my FC, I'm called "the Cat of Ill Omen". That is the reason why.
(so if you need it to rain and you're on Fairie and I'm online just hit me up and I will make it happen, but no promises because Square-Enix could and would totally nerf my ominous raincloud ability)
I think you need Fog, not rain, even though it implies rain. Could be wrong.
I saw it written down as fog and I didn't immediately reject it because entry 011 say clear but needed fair...
I've personally sat through fog & showers 24h with every emote, and have seen 12pm to 8am rain 3 times, 4pm-12am rain once (catching it at 10pm to no avail, although not every emote tried).
The fog rumor is based off some mispost on reddit, which was transcribed to a spreadsheet by a guy who thinks 12pm = midnight.
I'd still chalk it up to horrible rng, or at least showers being more heavily weighted in the weather tables for East Thanalan. We've sat through at least 11 separate instances of showers since patch, some back-to-back, which either means that there's a slim chance the 12am rain will carry through to 8am, or that a weather roll is independent of the previous session, and it "changes" to the same weather through coincidence.

Its... Its 5pm-6pm... Its literally a 1 hour window. Hundreds of people just got trolled, anyone who was too slow, or arrived after FC told them. All of them.
They got NOTHING.
Its seriously a 1 hour ingame window, you have to show up every frickin hour at 4pm to check weather, then emote between 5pm and 6pm.

I was doing my CNJ hunting log in Eastern Thanalan, noticed it was raining (and remembered about this thread) then someone in shout chat informed people about that vista being up, the coords and which emote to use, but when I got there and used the emote nothing happened, my log was still empty, I probably tried it after 6pm ><
I'm beginning to give up. Rained twice at Midnight and once after 8 AM but still not 5 PM.
Just because I was sleeping, I missed that opportunity
It happened when I was sleeping but there was 1 rain during the correct time which is 5-6 pm.
SE needs to make rain happen more often in this zone.
Not sure why I always open these threads when all they contain is complaining and whining. It took me 1.5 years in FFXI to get Phobos's Gauntlets in Salvage. Get over it, this is nothing.
lol, dang. Salvage drop rates were awful back then. Old Dynamis was another one, praying every run for your piece of rare relic to drop and not get outlotted, specially in Xarcabard. I don't remember exactly how long it took me to get the RDM hat, but I think many people went years without seeing theirs until they finally got it to drop. Haha, fun times. :)
And in relation to topic, this is why I usually don't bother with these achievements, because I know SE. :P I bet it is frustrating having to get the right conditions, so I rather save myself some stress. I'll just do it every now and then. There really isn't any rush, the game is not going anywhere.

Did they add the weather NPC's in 2.28, or are they due in 2.3? Seems like a massive oversight to not include them for the Sightseeing in 2.28, if they've missed it.
No they don't. They need to remove the ridiculous requirements on Sightseeing. Why should you sit around waiting for a small window (at the location or weather NPC when that gets added) just to "properly" see a sight that is right in front of you? Why should they flood Thanalan with rain to "fix" it?
Also, lol@Phobos's Gauntlets = Sightseeing. Yes, seeing sights should take just as much, if not more, time that it takes to obtain endgame gear. It shouldn't be a fun little event to do between endgame, it should be some of the worst of XIs endgame with none of the rewards. Praise the RNG!
The things some people will say to defend this... Sightseeing is a fundamentally broken system, anyone who thinks otherwise needs to go find their pills.
inb4 "but you have to see the vista exactly as described!". Yeah, because it's not like our characters have this ability called The Echo that allows us to view past events or anything.
