They balanced them both around PVP, which is why they are so extremely nerfed now.
If PVP is the reason, head will roll.....
There is more behind the RoD nerf.
They don't want BRD stacking (or any class stacking), they won't force us not to stack, but they promote not stacking any class.
Now a single target version of the RoD effect has been moved to the Warrior and witht the added Virus nerf, there will be even more reason to get a warrior in your party.

Rain of Death's original Debuff was moved to WAR's Storm's Path ability. With the lower accuracy on CT/BC gear, it gives a good reason as to why there should be an Evasion debuff.

As for RoD, Yoshida specifically mentioned that it was removed from Bard to give it to Warrior.
I doubt the changes to Virus was because of PvP.
Virus had near 100% uptime, I think that was a little too overpowered.
Rain of Death however... I don't think so many abilities to dampen damage is wise, but at least make it useful, like AoE attacks do 10% more damage with Rain of Death would have been useful.
While there are specific PVP skills, all PVE skills can be used for PVP.

RoD could have been changed because of PVP, but I think its far more likely that they wanted to add more utility to WAR and give parties a reason to use both Paladin and Warrior.
Thunder being replaced with Blizzard II as a cross-class skill? This I can see being because of PVP.
I really don't think they nerfed virus because of PVP. On single target bosses, I can imagine why.
Also RoD was nerfed because they gave WAR a single target ability effect that lowers dmg dealt to the same degree, likely anyway. Sucks for BRD, but they wanted to push WAR out as more desirable than before, and they certainly did.
If bard can lower an enemy's evasion by 10% he is inherently reducing the required Acc of the party. This allows the party to make additional choices in gear (less acc, more secondary stats). I believe this change affirms the Bard's role as a support job and when used in the sense I described above can provide the party with 10% more stats allocated in areas other than accuracy.
