No matter what I do, what mob I use it on whether it be my level, above me or even level 1. All I ever get when I use provoke is "Provoke (Full Resist)".
Is this normal?? Because I see other's use it and it doesnt resist.

It only works when the mob is targetting somebody else. If somebody pulls it, you use provoke and it gives you one point of threat more than that person so the mob goes to you instead.
It's resisted if you're already top enmity, otherwise I've never seen it resist be it on bosses or mobs.
Mechanically speaking all the ability does is take whoever's top enmity and makes it yours +1, so an excellent catch when a tank dies or when you pull a group and one breaks off- just tag it with a flash or tomahawk and you should be good to go.
What provoke does is it puts you a few enmity points higher then the highest on the list. So if you, the tank, are at the top, then naturally it gets resisted. But if a DPS pulls hate you can use Provoke to get it back instantly, however if they're unloading you have to be quick rebuilding enmity.
Provoke can also be used to pull mobs from a longer range to prevent annoying pulls e.g. the succubi in Amdapor Keep can be pulled alone despite it linking to 2 or 3 other mobs

I call bs, because that's straight up impossible. If you expect provoke to work like it did in XI then that's not right. It does not increase your enmity with the target, it does something completely different:
1. If you are not the current top aggro target of the mob (this includes mobs that are not engaged/claimed) the it optionally claims, sets your enmity to the highest enmity of your party, +1.
2. If you are the current top aggro target of the mob, then it is resisted and does nothing.
Do not use provoke mid-fight thinking that's how you build more aggro on a mob. It's used as a pulling/claim tool, and a saving mechanic if you lose hate on a target that goes after someone else.
It also (Full resists) in Fates, when someone outside of you party is the enmity target.
I was brainstorming about this the other day with my tank friend and thought about, what if we all stack in an 8 man and I use cure III to purposely get agro for him to receive the hate value of a 1000 plus heal x8 with provoke, then I hit shroud and DPS go totally nuts not having to worry about pulling hate the rest of the fight. If one point of healing = 1 point of hate.......that would be kinda OP
That would be the case then : D - all FATE mobs are immune, because you could walk up to a FATE boss, hit provoke when it has 1% health left, and get Gold because the award is based on enmity.
I believe healing is .5 Enmity per health healed. That would produce 4001 enmity points for the tank, in theory. Its a cool idea but kind of useless since it creates a risk, and if the tank gets the first touch on the target, no one should be able to keep up with 150E + 600E + 1080E in the first 3 GCDs. But it would work and it would be fun to mess around with, if you want to do something unique and fun : D
There has to be more to the Provoke mechanic than just that. It certainly has worked for me in party, running dungeons. But I've run into a half-done FATE, hit the boss, followed with Provoke and still had green aggro. I've just been shrugging it off because I don't really need it there but I seem to be falling outside the accepted mechanics of it's use.
Provoke is probably one of the most important skills you can have vs pug players.
In FATES, though it has been a long time since I ran them on my PLD, I always got full threat when using provoke on a mob. I did though provoke Odin one day where i came in late and only got yellow. My guess is there is a cap on the amount of threat you can actually gain from provoke.

From what I've seen with provoke, is that when you provoke something and you don't shield lob/tomahawk it just goes back to attack whoever it was attacking it in the first place.
If you don't have a savage blade of rage of halone prepped to follow up provoke with, prepare to lose aggro again. It would be nice if they added WoW's threat buffer after taunting, but we live with what we get!
You should only be using it to pull specific mobs away from other groups if you're using it to initiate combat (like the succubi in AK). And unless you're in the party of the person the mob is currently attacking at a FATE it will do nothing, because they aren't in your party.
Provoke is very useful, people just need to learn that it IS NOT a "hey attack me for 5 seconds" button. You HAVE to use it on something not targeting you, and you HAVE to follow it up with damage, a combo'd rage of halone is ideal if it's upclose, but a shield lob works if they are too far away, just might take a bit more.
If you're using it on something that is currently attacking you, grats, you just added 1 enmity and lost your cooldown for 30 seconds.
My comment was specific to FATEs, and even in a party it won't pull threat during FATEs. Cover's my only option when in a FATE with my friends in a party because Provoke shows resisted every time. In dungeons I pull with Shield Lob, or wait for a Sleep to go off and Flash the group on their way to the sleeper.
