A friend of mine, less the brilliantly started an instance the other day when they were working on the Duty finder and instance server. Now he's been logged in since. Can I tell someone about this on his behalf, he's already kind of wanting to 'rage-quit' so I thought I'd try to help out some.
Can I report for a friend that's still 'logged on'?

You should be able to contact a GM and give them information about it, not sure if they will handle the issue or just tell you to get your friend to contact support via online chat or something like that.

Send your friend a /tell .
This has worked every time for my guildmates in that situation.
Trying to send them a tell seems to make the server realize they are not logged in. -
