Every mention of it I've seen has said it will be a FATE based battle.

After all the non-Elder Primal fights will be Instanced at first before they go into the Wandering status. Quests and Story Line -> Instance Fight -> Couple of patches later along with PvP -> Wandering Primal fight for FCsQuote:
