I don't think they ever changed it.
I think in one of the videos or screenshots there was a Miqo'te whm without the cut-out in the back of her robe. I remember thinking "huh, I wonder if this is just for the test (as in reduce the number of outfit variations to reduce filesize) or it it's gone."
