If they're so worried about people buying from the shop, then make it account bound. We know they can do it, it's the case with all non-holiday mounts. Why that's not applicable to outfits/emotes/hair, I don't know.
If 'money' is the argument - I'm far less likely to ever buy anything from the shop given it's not account bound whereas I'd be more inclined if it wasn't just per-character.
All items on the shop should be account bound.

Money really isn't the argument. The cash shop is nowhere near as lucrative as they make it out to be. It's one of many feeble excuses.
