The problem isnt how easy it is, it is how fun it is. Old content in unsync is that trivial its not even fun. And in sync most people wont even bother.
And yes, the normal content might still be easy to trigger, but the savage content wont (which is required for a dyable piece). So it just comes down to asking a few other players to grind for some pieces. It doesnt feel rewarding at all to do that.
Changing something here could definitely improve the system. The poetics idea is garbage though as i still think the raids should at least be played. But maybe for this the normal content now just gives an eden token (alternatively there is a seperate token per raid), and to buy the piece it just requires a certain number (or a set) of tokens (like a set of 1,2,3,4 allows you to buy any piece of the first set of raids). For savage the numbers could even be increased here (where the dyable piece also demands more tokens).
But this only realy works for content that is trivial to beat, while the lvl 80 raids arent difficult anymore with a group of 8, they are still generaly nice to play with a more normal difficulty like experience. And thats still something i would hope gets promoted.
The problem here is that those raids dont have rewards similar to the trials (where each one can give a mount). And gear pieces to many players arent a collectible. So maybe some collectibles have to be added that can also be bought with the newer resource.
