Nobody wants to hear what he has to say? I'm certain Maisenta, Oingo Boingo, and Lou Gogorano would be sad beans if they didn't get to talk.
There's a post somewhere on the Localisation forums about this; I can't be arsed to link it presently but the short version is that right now, the English localisation team has no control over how many dialogue boxes are in a given NPC's speech, and there's no way to cut out subsequent chunks of dialogue in a repeatable quest like Louisoix. This is due to engine limitations and it's something they're going to be working on in 2.0.

When it comes to dialogue in MMOs, more often then not, less = more - The best storytelling tools are engaging cutscenes (preferably with quality voice acting)
You may have the best story ever.. but [tl:dr] dialogue will be skipped over. Especially when it appears to be an obstacle to reach an objective, be it a battle, quest reward, w/e...
In repeatable quests, excessive dialogue gets extremely annoying.
