Pro Tip-Actually select the Completed button in your Journal and search the starting quest in the future to find it was already completed. :) I would have deleted this thread but when I went to edit this I couldn't find a DELETE button.

So always search the journal (remember that it's Case Sensitive) or have someone link the quest from their journal if an NPC doesn't have a quest that you've been told they should have.
