I would love the ability to toggle who is permitted to send me tells in game. On Discord and other services, I can set my privacy level so that only my friends can send me Direct Messages. I would love to see that added into FFXIV as well.
I have been playing FFXIV since 1.0 and, unfortunately, there have been cases where players I have never met have sent me hateful messages via tells (the worst example is outlined below). I have reported and blacklisted those individuals, however if I was able to turn off the ability for non-friends to send me direct messages, all of that would have been avoided.
If a message is too toxic to say in "say" then it shouldn't be said at all.
This would also eliminate many of the tells all players receive from RMT spammers. Additionally, this would likely be a welcome parental-control measure that could make some parents more comfortable letting their 13-year-old children play an online game.
If a person wishes to have a private conversation, it's easy enough to ask for that in "say" and then either join a party or request that the person enable tells from non-friends.
Being able to control who has access to our private conversation channels is much needed. I would love to be able to toggle "tells" based on: Friends / FC Members / Linkshell Members / Cross-World Linkshell Members and possibly more.

Worst Example I have encountered, and I consider myself lucky...
Roughly a year ago I was standing in the Drowning Wench in Limsa on Faerie. I was on a male Miqo'te alt and another male Miqote came up and asked me a question about a piece of gear I was wearing. We were having a private conversation in /tell at the time about where to get the gear when another player ran by, targeted us both, and sent the same tell to each of us: "Get a room, you f*cking f*gs!" Simply because we were two male Miqo'tes, standing in close-ish proximity, facing each other. We were shocked and appalled, and honestly, it still upsets me today. And it could have been 100% avoided if I would have had tells from non-friends disabled. I fully believe that player would never have said what he said if he had been forced to say it in "say" chat.

IMVHO you'd be cutting off your nose to spite your face with something like this. Are there bad eggs out there? Sure. However, there's also millions of amazing people out there that you will never meet, communicate with, learn from, have fun with, or benefit from at all, simply because a small number of people were rude or obnoxious to you. You're putting the smack down on all of that, because you don't want to ever see rude language.
Like, if you ran into me, I might message you to talk about your excellent glamour, or your name, or any number of things, and I would never send toxic messages like the example you outlined above.
I am not unique, in fact people like myself are the vast majority. This is the same with the real world out there; blocking the bad out as if it doesn't exist isn't a healthy way to mature and learn about how society on this planet works. You need to process both the good and the bad, so the bad doesn't unnecessarily bend you out of shape.
Which, it is clearly doing here, as you are asking for a social shield based on very few encounters. Compare the number of good or neutral interactions you have with other people to the number of bad interactions, and you will see they are outnumbered, probably 1000:1, or ever more. -

The key is letting each player control the amount of access they want to give to others.
This isn’t a new concept, and many platforms let you customize your level of privacy. I’d love to see it implemented in XIV as well.
Obviously it would be optional, so if you never choose to filter tells, then great. But being opposed to allowing others who may want to seems silly to me.
