You don't. Unless you really need even more movement speed to get away for mechanics and you are not in between GCDs.
But the real answer is: you don't.

You use it when you need to leave the boss.
It's essentially meant to make up for not having a ranged attack or some other ( more useful, Anatman is freaking awful... ) channeled ability during downtime.
Basically, boss is doing a mechanic and you need to move away you use SSS to get a big hit in before you leave.
Again no. I disagree. The only use of SSS would be when the boss is untargatable for more than 4 seconds. If you use SSS to dodge an AOE and the boss is still targetable after said AOE you'd rather keep uptime as much as you can, dodge the AOE and keep your GCD rolling.
SSS as only ever been used as a finisher or for instance where the boss disapear for long period of time. Using SSS instead of keeping your combo to roll is not a good use of it.
Just don't use it unless you really, and I mean REALLY know a fight well. Only when you do know a fight well can you make use of it.
Essentially don't bother, marginal gaines at best before you know a fight, and even then, marginal gains.

Meta, yeah you had the right idea please don't listen to people telling you not to use it :/...
( And these same people want to dictate how MNK should play and be balanced... Dear lawd help us. )
If only the speed increase was the same of a sprint, then I would see it more useful as a tactical tool, because it would allow you to squeeze a bit more on the boss before rushing out of melee knowing that you'd move that fast.
I'm kinda surprised that both SSS and Anatman remained as they were.
