Why do you need someone to FATE with? If nobody else is doing FATEs in a zone with you, their difficulty scales down to compensate.

The scaling occurs based on how many people were participating in the FATE the previous time it spawned, so sometimes you will stumble upon FATEs that are far easier/harder than they should be if the level of participation in the zone just recently changed. -
