I admit this seems plausible; there's certainly shared ShB FATEs that I can do more or less in my sleep at this point and possibly without even looking at the screen. (Hello, Sea Swallows in the Tempest. Thank you for the FATE check-off, bicolor gems, and materials for sea swallow leather.)

Why do you need someone to FATE with? If nobody else is doing FATEs in a zone with you, their difficulty scales down to compensate.

Well, yeah? Have you never tried doing a FATE when the zone is empty compared to when it's packed with a FATE train? There will either be far fewer enemies present (and fewer of them need to die to complete the FATE), and/or the enemies/boss will have far less HP.

The scaling occurs based on how many people were participating in the FATE the previous time it spawned, so sometimes you will stumble upon FATEs that are far easier/harder than they should be if the level of participation in the zone just recently changed.
