Consider how an RDM's general actions work... its Jolt + a Verspell. The casting time on the second spell is non existent. ONLY the casting time on the first spell matters. BUT... the shorter that is, the faster you can move after a cast.
So really its only benefit is being able to stand longer in an AoE before moving out of it.
What it really does mostly is just improve RDM mobility to cast on the run.
So... what's it worth to you?
Do you want more DPS or more Mobility, because that's really what its about for RDM.
ALSO consider how many other caster jobs you play and how much as you will be sharing gear with them. Something like SMN while Crit, Direct, and Determination are the first considerations... you can't go too low on Spell Speed or it will affect your DoTs. Black Mage or BLM has other considerations with spell speed.
So your decision may even get more complicated depending on the other Mage Jobs you play.
