Doman Reconstruction Unlock

So now that I have caught up through ShB, I'm going back and doing some of the content from StB that I passed over. I was trying to get to the Doman Reconstruction chain, and I can't seem to identify what I'm missing to unlock it.

Yes, I have completed Short Arms of the Law.
Yes, I have completed Elation and Trepidation.

Those are the only two requirements I can find for what it takes to unlock, but the quest giver at the Doman Enclave doesn't have anything for me. Any tips/suggestions?

The quest chain starts in Mor Dhona helping the young adventurers around the city. Did you do that yet?

From the quests they listed it seems they my missed just one that isn't really stated on certain wikis.

As stated here there is a quest in Mor Dhona called A Thousand and One Farewells that involves the refugees going back to Doma. That's the final quest you need to complete before unlocking the Doman Enclave quests. It's a lvl 70 quest at (22.7,7)
