Low CPU and GPU utilization.

CPU usage never goes beyond 20%, nor does GPU utilization reach anything over ~70% even while FPS is dropping. It happens despite ingame and GPU settings; borderless or fullscreen. Why is CPU usage so low in a game which is heavily CPU-dependent? Do others experience this or is it something on my end? I should be able to mainain a consistent 100FPS with all quality settings on low or off.

• 32GB 3200 C15 DDR4
• 2560x1440 at 100Hz
• OS and games on separate SSDs
• 1Gb ↓↑ fiber connection, discrete network adapter.

Have any changes or updates been made to the computer? Does this problem occur when other programs are being run along Final Fantasy XIV? Could you also provide a system report? Simply go to the 'Config' option on the Final Fantasy XIV launcher and to the right of 'System Information' click on 'Display.'

My bad on the report. I don't know why I did dxdiag. Replaced with the information from the launcher.

No changes other than normal Windows updates. I try to keep a very lean OS, so I have the bare minimum is running in the background while gaming. Only one hardware monitoring application and one required to bind the macro keys on my keyboard, in addition to only the absolutely necessary Microsoft background software. Game mode and DVR are disabled.

I can provide videos or screenshots if required.

Are you trying to get more of a performance out of the CPU or GPU. Also when you experience this issue, do you notice any stuttering or lag?

Not overclocking. When there is a sudden drop in framerate, or it varies wildly, there is stuttering. My main issue is the average FPS dipping into the mid-80s to 90s while CPU and GPU usage are relatively low.

I don't understand why I'm unable to sustain 100FPS for any length of time. I have all quality settings on low or off: Reflections Off, Transparent Lighting Normal, Parallax/Tesselation Normal, Shadows All Off, Shadow resolution Normal, Cascading Normal, Softening Weak, SSAO Off.

You may want to look around different community and amd driver forums for any updates or downloads that may help with the issue. There may be an issue with the graphics card. Also are you able to put the fan setting on the graphics card to default? Or can you change it manually?
