The difference is in the amount of effort that gets put into the content. Savage raiding, from a model and area standpoint, doesn't take nearly as many resources as Eureka. And while I'm sure it takes a lot of time to design the fight mechanics, the majority of that effort gets used in the Normal version of the fights, which virtually all players can experience and enjoy.
When our sub money is being used to fund incredibly large amounts of time and effort towards content we don't like, we have the right to complain about it. The creation of Savage raids doesn't remove a noticeable amount of resources from other parts of the game. Eureka absolutely does.
