FPS halved without warning

Greetings,

As of yesterday, I experienced a sudden drop from my usual 60fps (at maximum settings, borderless windowed mode) to about 30fps with the same settings, and only 40-50fps on LOWEST settings possible, regardless of where I am in the game. This seems to be a common issue with driver updates or other programs interfering with FFXIV. I have been using my desktop fine to play FFXIV for ~2 weeks since I built it and been having a blast, but this problem has really put a damper on my experience. I have tried numerous solutions which I will list after my computer specs, along with a reporting/system log from the FFXIV launcher after that. One of the only things I have not tried is a clean install of FFXIV, which was to be my last resort given it would take me a solid 4-5 days to redownload on my home connection (no I'm not joking. I can PLAY fine on it most of the time but downloading things is a pain, especially with a desktop that I can't just take to a library to get faster speeds). I did not notice if Windows/NVIDIA updated drivers while I wasn't looking or something else like that.

Additionally, running FFXIV seems to slow down the rest of my computer more than normal. Previously, there were no performance issues running a browser like Chrome and programs like Discord in the background. I was able to swap in between them easily and use them normally, even in borderless windowed mode. Now there seems to be some sort of noticeable slowdown effect or some other weird stuff going on (I can't quite describe it but it FEELS weirdly slow/choppy while FFXIV is running). I do not experience this problem, or FPS problems in other games (League, Overwatch, Etc.)

CPU - Ryzen 2600X
GPU - GIGABYTE GeForce GTX 1070 Ti 8GB
HD(SSD) - ADATA Ultimate SU800 1TB 3D NAND 2.5"
MB - GIGABYTE X470 Aorus Ultra Gaming
RAM - ADATA XPG Gammix D10, 2x8GB @ 2933MHz
Monitor - SHARP LC-50LBU591U 50" 4k TV
a) I have been running FFXIV in 3840x2160 resolution, and messing with other
resolutions does not seem to help, nor do I want that to be my solution.
OS - Windows 10 Pro 64-bit

Solutions Tried
1) Rolling back drivers incrementally all the way to oldest available.
a) This was attempted both using NVIDIA's clean install option, and using DDU
to nuke previous driver installations and reinstall.

2) Turning off/on VSYNC and various VSYNC options for FFXIV in NVIDIA Control Panel.
a) This was tried after every other step.

3) Messing with in-game frame cap settings.
a) This was also tried after every step, I have kept it capped at 60fps since that is
the refresh rate of my current monitor. Previously the GTX 1070 Ti had absolutely
no problem driving ~150 or more FPS unlocked if I didn't limit it.

4) Turning off hardware acceleration for Chrome and Discord.
5) Turning off/disabling overlay programs (Discord).
6) Uninstalling NVIDIA Experience
7) Disabling Microsoft Game features (GameMode and GameDVR)
8) Changing Windows power settings from "Balanced" to "High Performance"
9) Trying DX9 instead of DX11 (Basically have the same issue with minimal change in
fps problems)
10) Tried running FFXIV with compatibility settings for Windows 8/7 enabled/disabled.
11) Disabled windows fullscreen optimization options for FFXIV executables.
12) Switching between windowed, borderless windowed, and fullscreen modes
(essentially little to no noticeable effect)
13) Running on a clean start (disabling all startup programs in task manager)

I have been running GPU-Z and my GPU has been running at essentially the same temperatures idle (40c) and under load while playing FFXIV (hovers around low 60's c). Utilization is at 99% (I don't know what it was before but this seems normal for usage during gaming, except for that fact that it is not getting the performance it used to).
I have not attempted manual adjustment of my fan curve or other GPU settings using MSI Afterburner or other programs (seems pointless since the temps are normal), but have it installed and may try that as well. I have also not checked if my BIOS is throttling my CPU (I'm not sure why it would decide to start doing this all of a sudden, but I will check my settings for that as well).

As you can understand, this is an incredibly frustrating issue for me, especially since I am running the game on what is essentially brand-new hardware that I tested under stress before attempting to start playing games on it. I really do not want my solution to be "well put everything on lowest and cap at 30fps" - I have a laptop for doing that with. I have spent a large enough number of hours on this that I'm willing to try anything including uninstalling and redownloading, but if there are other options or ideas let me know.

I am sorry to hear you are having trouble with your frame rate. With the frame rate issue, are you having problems with lag, as the issue may also in your connection. Also on the system report, it looks as the drivers are not updated. Please update the drivers.

I have tried the game with every version of the Nvidia drivers I could get my hands on (including the most recent one). Updating the drivers does not change the issue noticeably. I am not experiencing abnormal amounts of lag for my connection, it seems to be functioning normally.

I want you to try uninstalling and reinstalling the game with a wired connection. There is a possibility the files may have been corrupted during download.
