It actually is laggy in those places, depends on your machine specs and game settings. In Eureka it's harder to avoid because all those players are usually focused in select locations and the game and servers have to calculate damage and skills and buffs, as well as all the enemies...
If you haven't already, I'd recommend reducing the number of objects loaded, as well as disable other players' skills' visuals. Might help some.
Why is it laggy in an area where nearly 150 people are all moving/attacking/etc. in one small area?

Connection and Machine specs really. I have Zero lag, then again mp machine is high spec. If you want to make it more stable lower the graphics and mainly show your own or party. Disable all others.

I want to say you're trolling but part of me also thinks this is a serious question. I'm confused.
Let me introduce to to Mr. Bee Brian. People have this question nearly every time he posts.
Stormblood areas will tax your machine and it's not just active areas. I learned this through my old computer and how the new 24 man raid was unplayable on it, though that was frame rate drops, which is probably what's going on in Eureka.
Maybe for Eureka they should just cut mobs in there by half and cut it from 144 players to 75. That should help ones that's lagging bad in there.
