Sadly, not every cutscene is available at the inn. I don't know why. There are many cutscenes in job and class questlines that aren't available either, for example. That's why I try to take screenshots of conversations, at the first instance, wherever possible.
Generally, cutscenes that do not use dynamic camera movement are not saved in the Unending Journey.
Basically, if the screen cuts from "normal gameplay" mode (with UI visible) to a more cinematic presentation, that's a "cutscene" and will be accessible in the Unending Journey. (You might briefly notice the 'filmstrip' icon appearing next to your character's name as you transfer in/out of the cutscene.)
If you just get text conversations on your normal screen, even though it can be really important information, that's not counted as a cutscene and you can't revisit it in-game.
The website Garland Tools has a text archive of the quest scripts - some of them will incorporate dialogue from cutscenes that play during the quest, others will only have the textbox dialogue. Overall it's very useful for going back and checking things that aren't available in the viewer.
And some quests in the journal have multiple cut scenes, which you have to view one to get to the next. I was attacked during a cut scene in SB and was never able to watch it until I realized this about the Unending Journal. It was an important one too, as one of the NPC's with me was suddenly gone and I had no idea why at first.
With the way data is stored in FFXIV, the text for voiced dialogue is not stored in the same "place" as the text for text-box only dialogue is, which is "linked" to a specific quest. So all the database sites (Garland Tools, XIVDB, etc.) don't know how to match the voice dialogue quest with the correct quests.
Yep! A good example is the Return to Ivalice quests. All the quest dialog is on Garland Tools, but the majority of the dialog takes place in cut-scenes which you can view in the Unending Journey. There's honestly a lot less missing scripts then most people think there is. It's just that the MSQ has pretty much all the voiced cut-scenes in the game and that's the set of quests most people want to look the scripts for. Looking up the scripts for job, raid and side quests gives you them in their entirety.
