I was reminded of a feature of an old MMO game (City of Heroes) about 10 years ago that they implemented where players could create their own 'dungeons', sort of.
They gave players a number of preset dungeons where they could add different enemies to ones normally found inside the in-game dungeons. You could edit the names of enemies add NPC's and dialogue. Not sure about attack names.
It'd be something cool to see. Running through a Tam-Tara HM style dungeon fighting through the hellish of FF14 monsters only to find out the final dungeon boss is a squirrel.
It'd be cool to see but not sure how other players would think of it. Might give the more creative-minded players something different to try.

SE tried that sort of thing in FFXI years ago with Moblin Maze Mongers.... after a brief flurry of activity it became dead content that no one bothered with. Sadly I don't see SE even looking at such an idea because of this (FFXI and problems with it's content has guided and influenced a lot of FFXIV).

I honestly didn't know FFXI dabbled in it for a bit.
If getting the numbers is an issue, maybe adding Achievements, Gil, Tomestones or Tomestones-like currency, gear and even a new Duty Roulette for them would sweeten the deal.
A Custom Dungeon Duty Roulette would be interesting.
The Rating system would be interesting. Maybe a prize for the creator with the best server Dungeon at the end of the month? -

I agree that it would be high risk, especially Eureka. It would probably be entirely reliiant on posting the idea to the players and let them answer through a poll.

Had they actually thought Eureka through and been willing to spend as much time on the larger design concept and underlying code for once as their seemingly massive (by comparison) art asset development budget, I doubt Eureka would have faced such a negative reception. There's a complete lack of forethought as to issues of dead space inadvertent to Eureka's general design.
They need to pick one -- augmenting the core contents, or augmenting the game experience as a whole through additional content types -- and actually be comprehensive with whatever they add for a change. Additional expansions on a piece of content can come latter, but it needs to at least be free of massive contradictions and obligated waste, and be free of any obvious and near-unanimously agreed-upon further need for QoL, upon release.
