Launcher not working and can't connect to lodestone and forums

Today suddenly the game launcher stopped working. It doesn't load anything at all, remaining on a black screen and after a while I get:

"A system error has ocurred: -214669211. http://frontier.ffxiv.com/version_4_0_win/index.html?rc_lang=en?time=2017-12-15-03"

And when I try to access the lodestone and the official forums they won't load. I use a cable connection to my router on desktop, but I also tried accessing the aforementioned sites on my phone over wifi with the same results. I'm posting this from my phone using mobile data from another company than the isp I use at my home PC. While that sounds like it may be an issue with my isp I find that very unlikely because these are the only sites and service (the game) that I'm having trouble with. I'm in Chile and my home isp is Movistar.

This only started happening today, after many years of playing without issues.

Edit: weird thing is that I can access other Square-Enix related pages like http://forums.na.square-enix.com/ but not http://forum.square-enix.com/ffxiv/ . Also, didn't explicitly mention it but I'm currently unable to play the game because the launcher doesn't work. THAT'S the big issue.

Im from Chile too, and my ISP is Movistar.
Same problem in here, others ISP have access.
Its started today.

Edit: Lodestone, Mogstone and other related pages won't load.
I'm PC/Steam user.

Oh I think SE mentioned a tip for PS4 users a while back. Now this might or might not work but it's worth a shot. Go to your PS4 web browser and clear the cache/cookies etc then reset your console and try loading up the game and see if you are able to get the launcher to work.

So it looks like it's something with Movistar after all? But I wonder if something changed on Movistar's or SE's end, since these are the only pages/services giving me trouble.

Edit; I'm using my mobile phone as a hotspot to be able to reach the forums. Not a nice solution.

Not only Movistar. Other countries and services also can't access. Here I can't open the lodestone not even on 3G/4G.

They can not enter the game, and the subscription days are still counting.
Any concrete answer?

SO: Windows 10 64 bits
Version: Non steam version

I've been playing since the beta and before yesterday everything was working fine.. today I can't read the official forums.. Mogstation.. log in to the game.

We really need an official response about this problem.
