It seems to me that the DRG/MNK one is working as intended and the others are not. You could consider having the Gearset commands be in the same hotbar slot for alternate Jobs, or you could have shared hotbars containing all of your Gearset commands. However, as there is no support for conditional commands or commands for setting a macro to a hotbar slot, there does not seem to be a supported way to have one macro reliably alternate between Gearsets.
I just tested this out of curiosity, and yes, seems to be problem only between Monk and Dragoon (or rather, they were the combination which this particular macro does not run into any error). I suspected it has something to do with the fact that they share only half the gears.
Then I went and tested it out with Ninja and Machinist which, not surprisingly, ran into same problem too.

OK, I think I got it to work.
You said you want DRG to be the first one that's activated right? Try putting MNK on gearset X and DRG on gearset X+1
Then use
/gs change x
/gs change x+1
Works for me.
No no, by x and x+1 I mean something like
If your Monk Gearset is number 5 then put Dragoon Gearset number 6 (5+1)
And the macro will become
/gs change 5
/gs change 6
Sorry if this is what you did and it didn't work. But really does work on mine. (Changed to DRG first, then on subsequent usage, switched between DRG and MNK with no problem)
Using interruption as the base mechanic for macros (the attempt to get a that if line 1 is successful, the macro will fail to execute line 2, otherwise if line 1 is invalid then it will execute line 2) is very sketchy I have found and has unpredictable results. There really isn't a reason to it, or the real reason is obscure. I use a similar macro on my red mage to cast Verfire over Verthunder and vice versa for white mana but it's only about 80% accurate. No matter how many lines of /ac Verfire <t> I write before the /ac Verthunder <t>, sometimes it will just always cast Verthunder even if I have Verfire Ready.

If all you're doing with the macro is listing gearsets, it's going to change you into every gearset listed, leaving you in the gearset that is last in the list. Do you know you can drag gearsets onto your hotbar without having to macro it? If I understand what you're trying to do properly, one macro won't do it, you'll need a macro for every class (at which point you might as well just put the gearset buttons directly on your hotbar). The only real reason to use a macro to switch gearsets is to activate things like stances and such like when you switch into them automatically.
After further testing mine ended up with opposite problem of yours.
If I do it like yours then I ended up getting stuck on MNK instead of DRG (changed to DRG for split second then back to MNK).

What a weird glitch.
hey, I recently had a similar issue. My macro was working 1 sec before then stop working next sec, I was switching between DRK and SMN. It turns out I turn off DRK helmet display, then it stops working, everytime I switch I stuck with SMN. If I turn off SMN helmet display, it will back to normal. Or turn on both. Not sure if this would help your case.
