Unable to leave FC nor disband it.

Hello. My friend has recently returned to the game after a VERY long break. Her problem is that her old FC is not only dead, but is also an unbreakable trap for her.
Current situation is:
- She is the master of the FC now.
- It is impossible to use the "Leave" button in FC menu to quit the FC.
- There is another "ghost" member in the FC whose name is now "Unable to Retrieve" (perhaps due to character deletion or server transfer, IDK)
- Subcommand is unavailable on this "ghost member", therefore she cannot kick it from the FC.
- FC officer NPC doesn't allow her to disband the FC, because there is "someone else" in the FC.

So she's trapped in a deadlock here.
Is there a way to solve this?
The GM has not been helpful. She filed a request but perhaps she doesn't understand the problem enough to explain clearly to them, the GM sent a reply about being demoted from "Grand master" rank after being inactive for 35 days blah blah and blah blah, which does not address the real problem in question.

UPDATE:
I've been able to solve the problem using the method suggested below by other people.
Then, I noticed that the "Discharge" option became functional for my alt who was promoted to Master rank.

This is how the interface should actually look when you try to kick (discharge) a non-existing FC member. I guess we got rid of the "bug" shown in the first screenshot (Subcommand Not Available) by inviting a new member and promoting it to Master, which broke the initial "deadlock" of authority that had mysteriously occurred during the previous transfer of "master" role.
