I just thought of an interesting way to fix our right gear scaling and the currently useless Tenacity stats without SE doing a bit revamp existing gear.
What if Tenacity (which is abundant on all our gear) have different effect in tank stance and outside tank stance?
Tenacity in Tank stance would provide passive mitigation (something like 150 tenacity = 1% mitigation) but outside of tank stance it would be damage buff increase (again, something like 150 tenacity = 1% dmg increase or some attack power). Obviously, actual threshold would have to be balanced since in current 320 gear you can get ~1500 tenacity if you max the stat).
With such design, Tenacity would be highly desirable and pretty unique for tanks. SE wouldn't even have to go back and retroactively change all tank right side. It would provide some scaling from our accessories and make Vit gear fell more of an upgrade.

Honestly SE should just start putting STR on our Fending accessories to fix the issue if they really don't want to bring back STR+VIT Tank damage scaling. Since that would be a pretty surefire way of solving the problem.

Of course, I'd prefer they just put both vit and str on our right gear but that still leaves tenacity being a shitty stat.
Also they could just buff tenacity keeping both the mitigation and dmg buff but I thought it was interesting to have a stat give different benefit in tank stance. -

Stacking tenacity is something like 3.5% mitigation.
Anything short of stacking it is less than 1%.
So ignoring offensive stat gain from TEN for a moment, I was thinking of another stat thats sorta pointless, but makes the defensive side of TEN not feel so bad.
If you increase mitigation, then it feel broken in higher %.
So the semi pointless stat it should add, is simply HP.
Not a 1:1 ratio, and since SE mentioned the nerf to VIT was to avoid HP inflation (lolwut) but something like 1.5 TEN = 1 HP.
So 1500 TEN would only be +1,000 HP.
This of course is the ONLY way a tank can actually customize adding HP to their tank, as there is currently no other way, if you just equip tank gear.
Something as small as +1,000 HP isnt going to actually help much, but it sure is nice to see SOMETHING when you're not fully stacked TEN. (Technically I think even a 1:1 ratio isnt broken, but we know SE will think it is)
Next up, I forge the numbers, but I think someone said TEN is roughly 20% of the dmg increase of DET.
I still think it should be lower than DET, but make it at LEAST 66% or 75% of what DET offers.
This will pretty much make TEN usable by those who want the defense, but also make DET the better for 1st clears/speed runners, w/o punishing TEN users too much.
(also, can someone explain to me how VIT 45% of your dmg, caused HP inflation? if SE took away our VIT accessories, and gave us STR, that would make sense, but since VIT amounts didnt change AT ALL, what was the point? We still keep going up in VIT, and equip only VIT.) -

TEN being a Tank exclusive stats it really should be the preferred sub stat for tank. It's ridiculous that our best substat is DH which is supposed to be DPS gear specific.
SE took away parry because it was useless and gave use another stat that's less awful but awful still.

(On a side note, increased HP affects some abilities, like thrill of battle, defiance, benediction, living dead (negatively), and also affects the passive 2% healed every 3 seconds. But back on point, I also agree it needs to raise our dmg up, to be closer to DET, or which ever offensive secondary stat.
If its weaker than all of them, but at least "close" to the weakest, its defensive stats would make it tempting for some players, even if not all of them, or the highest skill players. -
