So what's up with that? It doesn't bother me but I'm just curious as to why they choose to add the little splashing animation..(I'm bored during maint. I just want a convo lol)

That water bubbles/splash animation is actually a subtle loading screen as underwater is a different zone than topside.
Yeah, loading screen. It is so when you are above water the game isn't wasting resources loading underwater environment textures and objects.
Keeps the game running smoother and less heavy load.
I think it's actually more to hide the fact that your character teleports from one side of the barrier to the other.
We get bubbles going in and out of the underwater city, but we can still see through the barrier.
Well, I don't think there is any loading screen that would be truly subtle to anyone used to playing on an open world game that lacks them. But I would certainly consider it subtle when compared to all of FF14's other loading screens (pretty watercolor paintings and bouncing moogles.) At least it was slight enough that the OP didn't realize what it was at first.
I knew it was some kind of load screen. So i figured diving is sorta instanced?
Not really instanced, it's just another zone. Like going from the Central Shroud to the East Shroud.
