Question about AoE decay

Someone recently told me that ALL AoEs have the same damage decay that flare and holy have, just those two skills in particular mention it in their tooltip. I did some experiments to test this (pulling lots of overworld mobs and casting Fire II the looking at the battle log) and i didn't notice any particular decline to the damage i dealt with increased targets, while it was noticeable with Flare.
Am I missing something or was this person incorrect? It might just be because Fire II is a smaller potency and I was attributing the damage difference to min/max differences as opposed to decay due to the small disparity.

As far as I know that isn't correct, Holy, Flare, and Bane have it, but Fire II, Blizzard II, Cometeor, Shadowflare, etc. all don't have such things.

I mean, on another note I'm aware that AoE limit breaks do have the decay, but due to the lack of tooltip for any specific limit break, that's fine. It's also noticeable when you check the battle log (then again t might be due to the higher base potency preventing min/max damage fluctuation from hindering it being noticed.)

They claim it was mentioned in one of the patch notes but I have yet to find that and they aren't helping me find it :/

I don't think I notice any Decay on Grenado/Spread Shot in large groups, the damage doesn't seem to go up on remaining monsters and they start falling down.

I think its a remnant from 1.0. where there was a hard limit on how many things an aoe could hit. you could never hit more than 8 mobs with a steel cyclone of flare for example.

I still meet people occasionally who think there whm's protect or stone skin is better than my scholars. So it really wouldn't surprise me ppl still thoughthe the 1.0 aoe limits still applies

Limit breaks are non-diminishing. Caster LB1 has a base potency of 1400 -- you'd notice a difference of about 8k damage between the first and fifth targets if it diminished at a similar rate to Flare Holy Gravity.

Only Flare, Holy, and Gravity do diminishing AoE damage, while Bane spreads DoTs with diminishing durations. Prior to Heavensward launch, no spells had diminishing formulas; these were added to these specific spells in 3.0.

There is still a hard limit, but this isn't what he's concerned with so much, I don't think.

Oh. Well, maybe its with Brd/Mch then because that one had a noticeable decay., it wasn't as strong as Flare/Holy/Gravity, seemed to be a 5% per target down to 75%. I guess this should be verified as well though, since this was not my math just a FC member testing it (I'm too lazy to)

Yes, can confirm this by undersizing Sastasha and pulling everything from the beginning to the coral formations. Damage numbers might not appear in the log because there are too many mobs, but sixteen mobs will die for each AoE cast.
