Gear stats and level sync
Remove the ilevel sync from pvp if not remove the ilvl sync, then get ride of the materia restriction, so players can actually use them in pvp, like you can with everything else. and with that, you can add in more pvp materia of multiple types other than the ones we already have, that will also help benifit players in pvp. in doing so, with this gear idea it will help separate PVP from PVE and let the people who love and enjoy PVP to shine out more. yes i know, you are trying to be fair and balanced, but at the same time in doing so, it makes the pvp gear just a glamour item, even with the morale stat.
The Upgrade-able gear can have benefits in PVP to make the PVP gear more useful, giving them SET BONUS stats.
For Example
[10%]Damage dealt to players
[10%]Damage taken from players
[10%] heals over time/healing skills
Numbers can increase as gear is upgraded and very from rolls(DPS,Tank,Healer)

Yes, let's make the discrepancy between newer players and vets that much higher to encourage more people to join pvp!

Yeah, no. Experienced players already destroy new players in PvP, no need to make that even worse. They tried it your way when PvP first launched and it was a disaster. Rank 30 MRD's 2 shotting all healers - yes that's fun.

Remove the PVE Materia restriction of PVP gear so it can be melded for PVE play (like everything else can, now).
Add a token system that lets all PVP gear be upgraded 10-20 iLVLs. i205 is awfully low for this point in time. Can't depend on new gear every patch, but it would be nice if we could upgrade what we have by some grindy means.
All future BLM/WHM PVP weapons are 1 handed wands, and add a caster/healer shield for each tier of pvp gear.
Morale is antiquated and serves no purpose. It wasn't liked when it was actually relevant, either. Just be rid of it.
That's the adjustment to PVP gear rewards I'd appreciate.
**I like the level sync to 150 because it's the one instance in this game where players can prioritize secondaries for BiS loadouts. Raise iLVL sync, or remove it all together, itemization choices get thrown out.

I don't think a competitive format is a healthy place for huge gear disparities. After a short time, it's not very fun for the overpowered geared player, similar to how I don't really have much fun running around one-shotting ARR Beast Tribe mobs in my L60 gear. And it's definitely not fun for the newer player whose job is to be a helpless punching bag.
The i150 sync helped me to get into PvP as a newer player arriving late to the party. With minimal expenditure, I knew I was on even footing gear-wise with everyone else, so I felt confident queuing and trying to learn — and it was still totally overwhelming.
If I had to deal with feeling powerless and useless while also being new and trying to learn all my abilities and PvP-specific tactics and techniques, I would have been very discouraged and demoralized.
