How rip off big panel from hotbars

Noticed if I use mouse-click on hotbars come big panel. It really bothered me.

I want use mouse-click on hotbars. I don't like use finger click on keyboards for hotbars.
How I fix it hide/away big panel from hotbars?

you can change the position of that tooltip in the hud layout mode. Move it so that it doesn't cover your hotbars.

If you want to disable it completely, go to your character configuration, under UI settings there is a tick box for "display action help".
