If on a router network, suggest you put your PS4 IP set as the DMZ (it would also help your download speed). Blocked ports may be affecting it.
Otherwise open up the various ports needed for PSN in port forwarding.
I am on a router network but I don't think that's the problem as I can download almost anything else.
