Consider adding additional wards based on server population rather than a blanket increase. It's clear Legacy servers are being hit the hardest with demand. Maybe even have a sign up list so you can see where demand is the highest?
Also consider adding wards that have lots only Free Companies can buy.

I agree, I would love to get a small plot but I simply cannot camp out in front of my PC all times of the day and I wanted to spend Christmas with my family not camping plots!

they also mentioned new wards like 2+ years ago and that didn't happen....
I think you could only expect mansion apartments all districts and ishgard area with 8 wards as anything to much ps3 + server limitations excuse comes in to play... -
