Wait for new relic chain? I'd hate to spend 3 resets saving up for a weapon I'd ultimately replace when 3.1 comes out. I'd rather spend tomes gearing up my left side in anticipation for my AST relic. Smart or nah?

That all depends on what you do in game. Do you do alex savage? Because if you don't you dont even need higher ilvl than 170 so buy what you feel like buying!
Ever since the release of heavensward I've adapted the habit of buying/upgrading my weapon last, in anticipation of the new relic weapons. So my advice is just to get everything else first. ^^
It's not just for Alex savage. i200 weapon will help you with every lv60 content. Bismarck Ex, Ravana Ex, your daily Expert roulette, and Alex normal.
I don't think the new relic weapon will let you get it that easy. probably you're gonna have to waste a lot of times for it. who know... you probably need thousands of Eso to craft it.
I'm going for the weapon first. As a dps it should make the biggest difference in things dying faster. The main reason though is because i don't expect 3.1 until November so that's enough time to completely gear up with esoterics anyways so may as well get the weapon first. Yoshi said they are taking a break since heavensward released so don't expect the usual 3 months between patches. And if I'm wrong and it comes sooner you'll still probably only be short an accessory or two by then and will have gotten 2+ months of usage from the esos weapon.
The Esoteric weapon for Bard is very... forgettable. I'd suggest the Hive Bow over it any day. A good middle weapon before it is the Law weapon. Cheaper, easier to upgrade and has stats that are worth a damn. It's all subjective to what stats you actually need versus the iL involved. Never let iL alone dictate what you use.
If you're doing savage then weapon 1st. If you're not then u can stick with hive for a bit
For the love of god, people, if you're gonna stay behind the pack when it comes to weapons, at least stay within the 10 ilvl range, regardless of what class you are. I've seen people loaded with poetics gear and enters the 2.55 extreme roulettes with an atma weapon (max was i130-135 while atma is at the strength of an i90). I've seen people purchase 3+ pieces of law and enter 3.0 ex roulettes with lvl 58 weapons. I've seen a dragoon with FULL law gear in alex 4 normal...with a lvl 60 dungeon spear. I checked and that weapon was 9 (NINE) weapon damage lower than my hive spear, which is about 7 weapon damage lower than the law spear.
I dont even understand why they are so stingy about getting their weapons when it's the best upgrade they can get. Especially people who were on the relic grind pre 3.0. Sticking with your novus in dungeons when you can easily have i130 poet weapons are just going to slow you down. Just swap at the last boss. That 6 weapon damage difference is massive and any reasoning of yours about being 'efficient' with your poet tomes were and are still invalid to me. Hell, I read that 1 weapon damage is worth like 10 str main stat for dragoons alone (was around 8). I don't play ast but I imagine WD makes an even bigger difference for asts due to their generally weaker healing power?

ofc weapon will make you more effective. But it's not needed, I healed the ex roulettes at minimum ilvl as scholar, a job ive played like twice in my life, but I got it for leveling summoner so I wanted to try. Tank was also at min ilvl requirement. We did the dungeon no problem.
you don't NEED better ilvl if you arent doing raids. I got my bismarc ex kill at ilvl 160 or so.
So if you are raiding = get weapon first
if you aren't = get whatever you want it doesnt really matter since you are probably already at min ilvl for everything
