Able to roll Need on duplicate clothing in HW Dungeons

I am going to try and fill this out as best I can...

Frequency: twice that it's occurred for me, however I learned that others experienced this as well.

Area and coordinates: The Library dungeon, Dravania
Steps:
1. Party member was wearing item of gear dropped from a loot chest
2. Party member rolled need
3. Party member received duplicate gear item

Just a final note here. It was discovered that if a player has fully spiritbonded to an item of gear, they are able to roll need and get it again. Now I don't know if this is occuring in ARR dungeons, or if it's occuring in dungeons outside of the Library, but I know for a fact that it's happening in the Library. The first time I saw it was with a BM who was wearing the coat, rolled need, and got that same coat awarded to them. The second time was with a bard who had the entire bard set from that dungeon minus the hat; they rolled need on a pair of bard gloves and won them over me, who had none of the gear up to that point.
