Royal Road: Why does it have a cooldown?

Been looking at the 15 second cooldown on Royal Road and wondering why it's there at all. Basically Royal Road can only be used when you have an active Drawn Card. The Cooldown on Draw is 30 seconds, meaning you can only use Royal Road every 30 seconds. There is no reason, that i can figure out, for it to have a 15 second cooldown.

Any thought from others?

Maybe SE originally thought of allowing us to draw more than one card and that cooldown is an artifact of that time?

You can Enhanced Royal Road a Spear to reduce Draw's CD to 18 seconds. I think the 15 seconds is to give a buffer to ensure you have Royal Road for your next draw in the event you use an Enhanced Royal Road'ed Spear on yourself.

I am suggesting Royal Road should have no Cooldown, since it's quite redundant.
