Yeah, apparently only the EU players got the mail. I've talked to my friends which are NA players (including myself) and we didn't receive it yet.
From previous market stuff it seems that NA and EU people get the notices on different days.
Also bought digital CE via EU SE store. This morning I've received the email that I've been billed.
Really relieved about this.
Two days ago I got an e-mail saying I will be billed. Now it says I could not be billed ...
I used PayPal, I have enough money on both my bank account linked to PayPal and on my PayPal account itself. What the hell is the problem ....
Not necessarily. I've also had a problem with my payment method. I opened a support ticket via e-mail support last sunday and the issue was cleared today.

If you've bought Heavensward at the EU SE online store, try the e-mail support. Just be detailed enough in explaining your problem.
