I was thinking about going 31 DET 44 CRIT but I've been seeing alot of ninjas on my server with 33 CRIT, 23 DET, and 19 ACC. Is it better to add accuracy? or do people only add accuracy because it is a cheaper alternative to full Crit/Det?

I don't think full Crit/Det is a "bad" idea assuming you have sufficient Accuracy elsewhere. You are likely seeing Accuracy on most players due to materia cost. However, it also would somewhat depend on your available gear and the content you are willing/able to complete to get the stats you want, so what's best for you on Novus could vary.

I wanted max Crit and max Determination, but I spent 4 mil on four of the {Savage Might Materia IV} only to have them all fail the meld. A week later, I saved and bought two {Savage Aim Materia IV}, but those failed as well. Having only about 100k gil remaining, I just finished with Heaven's Eye materia that I had on me until I was done.
My NIN Novus is:
Accuracy +16
Critical Hit Rate +33
Determination +26
