Player Hosted Triple Triad Tournament

Since I am under the impression player hosted lotteries are not permitted due to the difficulty for GMs to catch abuse, will this cause disruption with any player hosted fee-based Triple Triad tournaments? Since it's difficult to constantly pump my own money into it as a reward, the only logical situation would be to charge fees for entry? I guess it could also be donation based, but it will most likely still lead towards shelling the reward money myself each time, with only a minor cushion. I'd like to get an official response if possible so I know if I can proceed or not.

Where'd you see that player-hosted lotteries aren't allowed? The last time I saw anything about it, it was allowed and fell under the same rules as trading stuff did but was discouraged.

I'd assume discouraged would fall into the same category as people using ACT. Meaning if someone reported you, you'd likely receive an action taken against you?

The use of "discouraged" in this case is that they can't take action for things done outside of the game, even if the initial/final player actions were in game. Once the trail goes cold (as would happen if evidence is only found out of the game itself), then they probably can't help you if something goes awry, such as fraudulent activity. Thus, it is discouraged.

Within some context, I think they'd be okay with a player hosted TT Tournament. An entry fee amongst strangers might be an issue, as per this screenshot. http://i.imgur.com/ssnsCUE.jpg

A tournament that is comprised amongst friends/acquaintances/FC members however, I really doubt they'll intervene unless it really did result in fraud for some odd reason. Honestly though, as I said, it's context and case by case. The /random casinos are generally a quick one-to-one interaction and trade. Something that is easy to spam and quickly move on to scam another person. With a TT Tournament, it's likely not something that someone can quickly scam others out of without having set up certain evidence that will be linked against them. But yeah, if you want to have a tournament, your safest bet is to stick to those you know.

Having reread your initial post, I'm not entirely sure what you're specifically talking about with a tournament, as it seems like you're not really talking about a tournament, so much as a 1v1 bet. Tournaments are generally large scale events that have multiple people involved. Your best bet may be to just open a ticket on the matter, just to see if you can get a response that way as well. Try to keep it somewhat brief with key points early on (namely to be obvious you're talking about TT and not a /random casino). If it's a somewhat small but organized once-in-a-while event, it's probably okay. If it's essentially another form of a /random casino that you're going to be using /shout for, expect a negative reply.

It would definitely be with strangers and a fee would be collected from each player to help either increase the reward or cushion the loss I will have due to putting up the reward myself. It will be as large as there are people interested on the server.

According to one of the comments, a GM was consulted and the response was the same in that they don't encourage people to partake in such events, as they will not be able to monitor in case any fraudulent activity occurs. It seems like it's a rather well rounded host of groups that are leading it. I say give it a shot to gauge interest, but consult a GM to be sure. You'll likely get the same passive response (as is protocol for CS response to varying problems), but at least you'll know it's okay.
