so how exactly do we read this? and how can my chocobo have 4 different preferences?

Fair is the type of weather, and those three are classified under "fair". So your chocobo will perform better when it is Fair outside - Clear skies, sunshine, or heat wave.
It's just like a person saying "I like it when the sun's out, or when it's only partly cloudy. You can definitely like multiple conditions of weather :) -

My preferred category is stormy so my chocobo prefers rain, showers, or thunder. The three which seem to be the least common.... -_-
