Kinda wish this were like GW2 and we wouldn't loose all our skills when downscaled. Of course they have a fraction of the skills we do.
Item synch just normalizes your stats to the i110 range, nothing more. Keeps people i120 and above from facerolling dungeons. Though I wish I finished my Zodiac weapon quest before they brought this back. -

(1) Which dungeons are subject to the item level sync
(2) To what ilvl your equipment will be normalized to if they exceed the item level sync.
Take this point as "what the sync affects" now that it was defined in the previous point. -

Open world level syncing wouldn't work for this game anyway. So many zones are split between standard questing level with this big level 50 area nestled in a corner. And then there are hunts to consider.
So yep, dungeons only. -
