no its for dungeons like wp you will sync to ilvl110 if you're higher.
Kinda wish this were like GW2 and we wouldn't loose all our skills when downscaled. Of course they have a fraction of the skills we do.
Item synch just normalizes your stats to the i110 range, nothing more. Keeps people i120 and above from facerolling dungeons. Though I wish I finished my Zodiac weapon quest before they brought this back.

if they wanted to maintain a difficulty, they should have synced it at 60 instead.

The Wanderer's Palace / Amdapoor Keep / Pharos Sirius / Copperbell Mines (Hard) / Haukke Manor (Hard) / Brayflox's Longstop (Hard) / Halatali (Hard) / The Lost City of Amdapor / Hullbreaker Isle / Tam-Tara Deepcroft (Hard) / Stone Vigil (Hard)
Any gear above item level 110 will be subject to item level sync when undertaking the above duties.
* Dungeons introduced in patch 2.4 are not subject to item level sync.

(2) To what ilvl your equipment will be normalized to if they exceed the item level sync.
Take this point as "what the sync affects" now that it was defined in the previous point.
Open world level syncing wouldn't work for this game anyway. So many zones are split between standard questing level with this big level 50 area nestled in a corner. And then there are hunts to consider.
So yep, dungeons only.
