Zero cost way from the residential distinct to the capital city

My GC is Twin Adder and i have FC house in the Lavender Beds.
I can demand serpent officer at the entry point of my ward to leave residential distinct and he transfers me to the Old Gridana (ferry skiper there transfers to the south of Central Shroud).
I just bought private house in the Mist and tried to do the same thing to go to Limsa Lomimsa... and failed. There is no Malestorm officer at the entry point, i found one in another place - near docks (ship icon on the map) but he doesn't want to transfer me.
Why it happens? It's a special property of Lavender Bend or i should be a Malestorm officer to have such possibility in the Mist?

The Mist version of that is at the docks.

There should be an Aetheryte connection between a Capital City and a residential area. That would be most convenient for those already in their Capital Cities.

Officer near docks in Mist says "out of service now"

Strange. I'm able to use the docks to go straight from Mist to Limsa no problem.

Not that I've actually had time to check this myself, but are you in the subdivision? Maybe it's not active in the subdivision map, which would be incredibly irritating.

You've done the quest to access Mist through the gates, right? I know it sounds like a stupid question, and your FC house isn't there, but there are alternate means into Mist. I entered there from teleportation and never gave a thought about the quest until I found it much later. I never entered Mist from the gate or Limsa before then.

Sorry, I'm just trying to brainstorm anything I can think of.

If you haven't done the quest to 'learn' about the housing district, you can't get a shortcut to and from the Residential District. I found this before the patch hit when I was getting ready to log out in The Goblet so I could get a house before they were all bought up.

I tried both places. In subdivision thete is no officer. Question to all who said that it's possible - your GC is Malestorm?

As said above by DarkStar - each residential district has it's own side quest to allow you to teleport / ferry free to and from it. If you've not completed the quest yet you'd be unable to travel free. It has nothing to do with your grand company aliance, you don't even need to be affiliated to any to be able to use the free travel. For mist the NPC which gives the needed quest is close by on the hill outside of the Mist Entrance in Lower La Noscea.

Yes - problem wad in a quest. I did quest Where the heart is (Mist) and now can teleport at the same manner as in Lavender Beds. This quest should be done for all 3 distincts separately to unlock all teleports.
