It's odd it only happens in Syrcus Tower I'll cast either Bio I/II or Miasma I and it will "take effect" but not show up on the debuff bar which is a bit annoying for keeping track of the DoT timer. I know it still lands even if the icon doesn't show up because my Fester will hit as if all 3 DoT's are up.

This is not a bug, enemies have a visual limit of ~30 DoTs, though up to ~60 DoTs can be applied on a single monster. A good suggestion would be to give visual priority to our DoTs, but I'm not sure how hard that would be to implement.

Anyway this is true, usually its my Bio that doesn't show up while Bio II and MIasma are there,... so I reapply bio and it still doesnt appear, so I fester and get correct dmg output.
Thats with the debuff bar not even close to its display limit. -

If you apply your debuffs when the window is full it goes into something like an overflow debuff bar that we can't see. If your debuff is considered to be in the overflow bar, then when you refresh it will stay in the overflow bar, no matter if the visible debuff bar has emptied. If you let the debuff fade then recast it when the debuff bar is empty, you should see it as normal.
